    The problem is this. Many rest rooms are disgusting. I have seen a bathroom attendant using a changing table as a convenient table to put his bathroom cleaning utensils (including toilet brush). So rather than use a disgusting restroom changing table, in a public library recently; I put my coat on the windowsill and a changing pad on my coat and before I could finish was approached by a security officer. soon there were five escorting me out of the building. We I explained that the public bathroom was disgusting, the security guards said that didn't matter. Yes I was in a private corner of the library out of view of everyone.
    Well that's our security dollars at work.

    Any trash can in the park or beach is acceptable. Do
    not, no matter how tempting it is, bury the diaper in the sand or chuck
    it into the ocean. On that same subject, if the beach trash can is
    overflowed and there is any chance the soiled diaper can get in the
    water, wrap it up and throw it out somewhere else.
